Prosecutor’s office: Children’s rights violated in Penza orphanage

Penza, 16 February 2013. PenzaNews. Violations of the rights of orphans and children left without parental care were identified by the Kuznetsk prosecutor’s office at the state-financed health care institution “Penza Orphanage.”
“As the inspection showed, the facility contains 25 pupils, whose parents abandoned them and said they were not against the adoption of children by other people. However, the parents did not pay for the maintenance of their children from the time they were placed in the orphanage,” the Senior Assistant Attorney of the region Yuliya Makarova told news agency “PenzaNews.”
She added that according to the Family Code of the Russian Federation, such parents, including those deprived of their parental rights have to pay alimony to their children.
“It is assumed that the funds are transferred to the account of the educational institution. Half of received alimony is used for maintenance of children. When leaving the orphanage, the amount of payments received and 50% of revenue from the monetary process are credited to Sberbank account in the name of the child,” Yuliya Makarova explained.
She noted that after the inspection, statements of claim to protect the rights of children were sent to the court.
“The prosecutor orders to collect child support from parents in the amount of a quarter of all of their income for the period of children’s staying in the orphanage,” Yuliya Makarova concluded.
