Penza, 28 March 2013. PenzaNews. The criminal case against three employees of the criminal investigation department and the senior authorized district police officer of the Penza region, who used a stun gun against their detainees, was sent to the court for consideration on the merits.

“Depending on the role of each detainee, the criminal police officers are charged with an offense under paragraph “a,” “b” of Part 3, Art. 286 of the Criminal Code “Exceeding official power.” The senior authorized district police officer of the Penza region is charged with an offense under Part 1, Art. 285 of the Criminal Code “Abuse of power,” and Part 4, Art. 264 “Violation of traffic rules and vehicle operation,” commented the Senior Assistant of the Head of Investigative Department of Investigative Committee in Penza, Media relations division, Lyudmila Fomina.

She reminded that, according to investigators, on 27 September 2012 the senior authorized district police officer of the Penza region illegally detained a young man and took him to the police department by falsifying the administrative record of offence. There, he and three other criminal officers tried to beat the information out of the young man about whereabouts of his friend, the suspect in the theft of computer equipment.

According to the regional department of the Ministry of Internal Affairs of Russia, the police officers were dismissed from the law enforcement agency, and their superiors suffered strict disciplinary punishment, including dismissal.
