Penza deputy Oleg Tyugaev accused of fraud arrested in Italy

Penza, 3 July 2013. PenzaNews. Penza City Duma deputy of the fifth convocation, a member of the party United Russia Oleg Tyugaev who entered the international wanted list in the framework of the investigation of the criminal case against the organized criminal group accused of committing an offense under Part 4, Art. 159 of the Criminal Code “Fraud,” was detained in Pistoia, Italy. This was announced by the press service of the Ministry of Internal Affairs of Russia in the Penza region.

“The information has been transmitted to the authorities-in-charge of the Russian Federation for the purpose of filing an application for his extradition,” the ministry said.

According to investigators, Oleg Tyugaev organized a criminal group, which in the period from 2009 to 2012, illegally reimbursed VAT from the Russian budget by committing fraud on a large-scale on behalf of a number of legal entities. The group managed to create visibility of business, which allowed it misleading the tax authorities concerning their right for VAT reimbursement, including the purchase and sale of two aircrafts Yak-42, in the absence of actual transactions and the costs incurred.

Thus, in 2010, the members of the organized criminal group stole from the federal budget over 17 million rubles, and in 2012 — over 27 million rubles. The investigation is in the process on a number of other facts of illegal VAT refunds on a large scale — over 23 million rubles. The total damage caused to the state budget exceeded 67 million rubles.

Four members of the organized criminal group were accused of fraud committed on a large scale, three of them were taken in custody, and the fourth one is under house arrest. One more suspect is still wanted.
