32 people drowned in Penza region since beginning of swimming season

Penza, 17 July 2013. PenzaNews. 32 people, including two children, drowned in the Penza region since the beginning of the swimming season in 2013. “91% of accidents happened to the citizens who were in a state of alcoholic intoxication, and 15% could not swim. All the accidents occurred in the places unauthorized for leisure, where swimming is prohibited,” the head of the city department of the Ministry of the Emergency Situations of the Penza region Sergei Kozlov said during the session on safety on the water on Tuesday, July 16.

The meeting participants noted the need to move from restrictive measures to facilitating the places where people spend time.
The press service of the government of the Penza region noted that the number of beaches in operation in the region is 12, but there are no places for swimming in Penza.
“We need to create secure conditions in areas of swimming, where people have rest,” the deputy-director of the institute of preserving human resources Anatoly Bodrov pointed out.
As a first and necessary measure he proposed installing banners with the rules of saving the drowning in the popular places of people’s leisure.
