Penza, 25 September 2013. PenzaNews. The officers of inner security of the Ministry of Internal Affairs of Russia revealed facts of abuse of power in the Ministry of Internal Affairs of the Russian Federation in the Penza region.

“It was established that during 2012 certain employees of the regional Ministry of Internal Affairs unduly received additional one-time premiums. Regardless of the interests of the institution, the bonuses were distributed at the discretion of the superiors. As a result of deliberate unlawful acts of the officials responsible for decision-making regarding such payments and their distribution, the budget of the Ministry of Internal Affairs of Russia suffered damage amounting to at least five million rubles,” the representative of the institution told news agency “PenzaNews.”

He added that during the investigation, they revealed that three more million rubles were unduly spent for the reconstruction, repair and furnishing of a two-story psychological rehabilitation center for the personnel of the Ministry of Internal Affairs of Russia in the Penza region.

“It was established that ever since the institution was founded in 2009, no member of the regional department of the Ministry was sent for rehabilitation. The investigators believe that the building is evidently used inappropriately,” the agency interlocutor said.

He noted that based on the revealed facts a criminal case was instituted under Part 1, Art. 285 of the Criminal Code “Abuse of power.”
