Penza, 7 October 2013. PenzaNews. Lack of signs warning of road reconstruction caused a tragic road accident near Bogoslovka village in the Penza area of the Penza region, where two people were killed and two others were injured. The driver of Audi-80 car Andrei Chernov, whose car got off the road in the ditch on this bit of the road, expressed this opinion in an interview with news agency “PenzaNews.”

“On Sunday evening, October 6, I was moving in the direction of Penza at the speed of 60 km/h. However, because of crushed aggregates and asphalt chips, the car was driven into the ditch, where it crashed into a tree. There were no signs on the bit of the road that could warn of road works or speed limit,” the agency interlocutor said.

He added that his chest was injured and he got numerous bruises and minor cut wounds of the arms, but despite his being shocked he managed to get out of the car through the side window.

“15 minutes later I saw VAZ-2101 car driven into the ditch 30 meters away from my car. It also moved from Bogoslovka to Penza. I called an ambulance and stopped three or four cars; together with the drivers and passengers we started pulling the people from the damaged VAZ – there were four people, two of them were dead,” Andrei Chernov said.

In his opinion, the circumstances of the accident should be thoroughly investigated and those responsible for the people’s deaths must be punished.

Traffic police office of the Department of Russian Internal Affairs Ministry in the Penza area told news agency PenzaNews that the reconstruction work on this road is conducted by LLC “Issinskaya Mobile Mechanical Division.”

“So far we have an authorized person fined because of road works violation detected – there was no scheme of signs arrangement. Tomorrow the accident site will be investigated again, and it may be decided to impose a fine on a legal body,” the traffic police remarked.

According to Eugene Kramzaev, the head of the Bogoslovka village council, the road where the fatal accident happened runs through the village but is supervised by the regional authorities.

He noticed that at the moment the bit of road is being covered with aggregates.

“The piece of road from Bogoslovka to Valyaevka has been with asphalt for a long time. The left side in the direction to Penza is being covered with aggregates,” he said.

Specialists will need to find out whether the road works in the territory of Bogoslovka village council are being conducted in accordance with applicable quality and safety standards, and to establish the exact circumstances of the accident.
