The chairman of the Penza regional department of the all-Russian public organization of small and medium business “Opora Rossii” (Reliance of Russia), the well-known businessman Oleg Totsky, who on Friday, November 15, was officially charged with violation of traffic rules, resulting through negligence in the death of the 21-year-old man and causing serious injuries of the 24-year-old man, commented on his arrest.

“The proceedings have lasted for 14 months already. In the last four months, the Investigative Committee has received four expert reports of the major organizations of Moscow, which work for all the country. The expertise was carried out by the expert organization affiliated with the Ministry of Justice of Russia in the city of Moscow, where there was given an opinion of 100% innocence of me as a driver, involving in the accident. It was defined that the blame should be on the motorcyclist, who held a very high speed and infringed all the road traffic rules possible, and thus the accident happened,” the businessman explained in an interview with “Echo of Penza” radio station on Friday, November 15.

Oleg Totsky said that there were no grounds of so urgent detention of him.

“Since the proceedings have lasted for 14 months, I see no grounds of my detention, because I did not get a request of summons and nobody called me asking to come to the investigator. I should have had an arranged meeting with the president of “Opora Rossii” today at 10. I officially bought a train ticket there and a plane ticket back. But, nevertheless, I was arrested and taken to the Investigative Committee, they wanted to bring a charge against me, but it was not in their office at that time. And to continue the investigation they decided to imprison me until the charge was delivered to be brought against me,” he added.

According to the businessman, he requested summons for some other day.

“But, nevertheless, there was pressure on me. I did not sleep all night, after the night I did not sleep – I am 50 and I naturally was not feeling good – they presented the accusation, where we found 20 deviations and which does not correspond to the facts. They have no real legal framework yet, but they do have the accusation,” Oleg Totsky said.

As previously reported by news agency “PenzaNews,” in the evening of 14 September 2012 Oleg Totsky performing a U-turn in Prospekt Pobedy St in Penza on a Lincoln car collided with Suzuki-250 motorcycle. Because of the accident, the driver of the motorcycle, born 1991, died at the scene, and the passenger was hospitalized with injuries of varying severity.

Within the framework of the criminal case initiated under Part 3, Art. 264 of the Criminal Code of the Russian Federation “Violation of Rules for Road Traffic and Operation of Means of Transport” medical examination was carried out to find out that there was no alcohol in the blood of Oleg Totsky and the died man.

Since at the time of the accident Oleg Totsky was a candidate for deputy in the Legislative Assembly of the Penza region, the criminal case was filed to the regional Investigative Department of Investigative Committee of the Russian Federation.
