Chairman of Penza department of “Opora Rossii” faces criminal charge

Penza, 15 November 2013. PenzaNews. Accusation on violation of road traffic regulations, resulting through negligence in the death of the 21-year-old man and causing serious injuries of the 24-year-old man, was presented to the chairman of the Penza regional department of the all-Russian public organization of small and medium business “Opora Rossii,” the well-known businessman Oleg Totsky.

“Last Thursday, November 14, Oleg Totsky was arrested upon Art. 91 of the Criminal Procedure Code of the Russian Federation. He was charged with commission of the crime under Part 3, Art. 264 of the Criminal Code of the Russian Federation; the judicial restraints imposed are recognizance not to leave and proper conduct,” the official representative of Investigative Department of the Investigative Committee of the Russian Federation in the Penza region told news agency PenzaNews on Friday, November 15.

He stressed that the investigation into this criminal case is objective and impartial.

“In the near future the investigator is planning to introduce the victims and the accused to the materials of the criminal case as provided for in Art. 216 and Art. 217 of the Criminal Procedure Code of the Russian Federation with further filing of the case to the prosecutor’s office and judicial bodies for examination on the merits,” the agency interlocutor said.

As previously reported by news agency “PenzaNews,” in the evening of 14 September 2012 Oleg Totsky performing a U-turn in Prospekt Pobedy St in Penza on a Lincoln car collided with Suzuki-250 motorcycle. Because of the accident, the driver of the motorcycle, born 1991, died at the scene, and the passenger was hospitalized with injuries of varying severity.

Within the framework of the criminal case initiated under Part 3, Art. 264 of the Criminal Code of the Russian Federation “Violation of Rules for Road Traffic and Operation of Means of Transport” medical examination was carried out to find out that there was no alcohol in the blood of Oleg Totsky and the died man.

Since at the time of the accident Oleg Totsky was a candidate for deputy in the Legislative Assembly of the Penza region, the criminal case was filed to the regional Investigative Department of the Investigative Committee of the Russian Federation.
