Penza court does not extend house arrest term of Alexei Agafilov

Penza, 2 December 2013. PenzaNews. Leninsky district court of Penza did not receive any request for extension the house arrest term of the head of city housing and communal services Alexei Agafilov, which expired on Sunday, December 1. This was reported to news agency PenzaNews by the court on Monday, December 2.

The Department of the Federal Security Service of Russia in the Penza region refused to give any comments on the progress of the investigation of the case.

“The Kremlin called on law enforcement agencies not to publish corruption cases until the verdict comes into force,” the press service of the department said.

Meanwhile, in the reception of the management office of housing and communal services the correspondent of news agency PenzaNews was told that the acting head of city housing and communal services is still Mikhail Glushkov, who has performed these duties from 24 September 2013.

Responding to the question about whether Alexei Agafilov was in his workplace on Monday, December 2, the office representative said that he had no such information.

As news agency PenzaNews reported earlier, the head of city housing and communal services of Penza Alexei Agafilov is accused of committing fraud on a large scale, in particular, manipulations with the land plot, which was municipal property. A criminal case was initiated against him under Part 4 Art.159 of the Criminal Code of the Russian Federation “Fraud.”

On 1 August 2013, the chief investigator of the Investigative Department of the Federal Security Service of Russia in the Penza region appealed to the Leninsky district court of Penza with a request to change the preventive measure in the form of travel ban and good conduct of Alexei Agafilov to his detention. Taking into consideration personal characteristics of the accused – never convicted, positively characterized at the place of residence, having a permanent place of work, and maintaining three children – the court changed restraint to house arrest until 1 October, with a number of prohibitions.

Later, the term of house arrest was extended for two months – until December 1.
