Penza, 11 December 2013. PenzaNews. The penalty of a fine of 30 thousand rubles with confiscation of gaming equipment was assigned to an individual entrepreneur carrying out illegal gambling activities on the territory of the shopping center “KaGau” in Prospekt Stroiteley St. in Penza.

“In the course of the inspection, conducted by the prosecutor’s office of the Oktyabrsky district of the city, it was found that the individual entrepreneur disguised gambling activities as distribution of lottery tickets using a special terminal Kiosk-LT – Instant lottery,” the senior assistant attorney of the Penza region Yuliya Makarova told news agency PenzaNews on Wednesday, December 11.

She explained that, according to the federal law, a lottery ticket should include information on the date and the place of raffling.

“In instant lottery, a person can see if a ticket is prizewinning or not immediately after paying for it. The terminal installed in the shopping center did not meet this requirement. The client gambled on his own – after putting money in the bill acceptor. Using a special combination of symbols one could raise the rate or take the win, which fell in a special tray built in the terminal. The paper lottery tickets were not given during a game and were not displayed in the screen. The draw happened automatically and was based on risk, which could make it possible not to lose money,” the agency interlocutor said.

Yuliya Makarova clarified that this offense falls within the scope of Part 1, Art. 14.1.1 of the Administrative Offences Code of the Russian Federation “Illegal organization of gambling.”
