Penza city administration to pay 100 thousand rubles to student who fell into manhole with ice water

Penza, 29 January 2014. PenzaNews. 100 thousand rubles were recovered by the court from the administration of Penza for moral damage in favor of a boy, born 2001, who, in December 2012, fell into a manhole filled with ice water and covered with a piece of metal and snow near house No. 156A in Prospekt Stroiteley Street.

“It was established that the boy received bruises and abrasions, and general hypothermia. The child spent 40 minutes in the manhole. He got wet, his hands and feet were numb from the cold,” the press secretary of the Penza Regional Court Natalia Bychenkova told news agency “PenzaNews.”

She added that the boy was rescued by the officers of the Emergency and Fire rescue services.

“During the period from December 27-29, 2012 the child was treated at the hospital. After the incident, the boy was shocked, he did not attend school, and often got sick,” the agency interlocutor commented.

According to Natalia Bychenkova, the court found that the manhole was not properly covered, and no fencing or warning signs were anywhere near it.

“The manhole is situated on land which is basically ownerless,” she said.

The press secretary of the regional court clarified that the decision to recover compensation for moral damage has come into force.
