Head doctor of Penza dental clinic to be accused of abuse of authority

Penza, 14 February 2014. PenzaNews. The head doctor of the state autonomous health institution of the Penza region “City dental clinic” is accused of abuse of authority.

“According to the investigators, from January 2010 to October 2012 the clinic practiced a scheme approved by the head doctor, according to which all the medical services in the clinic had to be provided only after signing a contract with a client, otherwise the employee was subjected to a fine under a threat of dismissal. Its size was determined by the head doctor. The investigation identified three facts of imposing illegal penalties on the employees. The amount of fines ranged from 30 thousand to 80 thousand rubles,” the Senior Assistant of the Head of the Investigative Department of the Investigative Committee of the Russian Federation in Penza, Media relations, Lyudmila Fomina told news agency “PenzaNews.”

She added that the crime was committed by the head doctor in order to accomplish planned-economic figures affecting allocation of bonuses and other extra-payments, including those to his relatives heading five city departments of the dental clinic.

“The investigator has collected sufficient evidence which is enough to send a criminal case to the court for consideration on the merits,” the agency interlocutor added.

According to the information posted on the official website of the clinic, the head doctor is an honored doctor of Russia, MD, the head dentist of the Penza region Pyotr Skuridin, who has been heading the clinic for over 30 years. Currently, the institution brings together nine major independent offices with over 250 employees.
