Criminal proceedings under Part 3, Art. 109 of the Criminal Code “Causing death by negligence” opened over the death of two boys aged two and three years old, who were left unattended by parents and could not get out of a burning building during a fire that occurred in Vishnevoe village, Tamalinsky area of the Penza region early in the morning February 18, 2014.

“The examination of the scene revealed that at the time of the fire, the burner of gas oven, located in the annex of the house, was in the open position. A tap on the gas pipe was also open,” the Senior Assistant of the Head of the Investigative Department of the Investigative Committee of the Russian Federation in Penza, Media relations, Lyudmila Fomina told news agency PenzaNews on Wednesday, February 26.

She added that currently a fire-technical expertise is being held to identify the exact cause of fire.
