Penza, 28 March 2014. PenzaNews. The house arrest of the former head of city housing and communal services of Penza Alexei Agafilov, accused of fraud in large-scale and misuse of power, has been extended until June 1.

The corresponding statement was made by Leninsky district court of Penza on Friday, March 28.
As the press service of the court told news agency “PenzaNews,” the decision may still be appealed.
“Alexei Agafilov was set under a restriction to communicate with anyone except close relatives and people registered at the place of actual residence. Also, he is not allowed to use the means of communication and the Internet except for calling a doctor and communicating with the investigator. In addition, it is forbidden to send and receive post, to leave the premises in which he resides, except for walks between 10.00 to 11.00, visiting hospitals for medical care and a hairdresser with the written permission of the investigator while being accompanied by an assigned person,” the press service of Leninsky District Court of Penza informed news agency “PewnzaNews.”
As news agency PenzaNews reported earlier, the head of city housing and communal services of Penza Alexei Agafilov is accused of committing fraud on a large scale, in particular, manipulations with the land plot belonging to the city. A criminal case was initiated against him under Part 1, Art. 159 of the Criminal Code of the Russian Federation “Fraud.”
He has been under house arrest since August 1, 2013.
In December Alexei Agafilov decided to leave the position of the head of city housing and communal services.
Commenting on his decision, the city administration said that Alexei Agafilov is a professional dedicated to his duties, who realizes his inability to manage of such a complex system as housing and communal services outside his workplace.
