Case against former head of housing services of Penza to be sent to court

Penza, 3 June 2014. PenzaNews. Investigation of the criminal case against the former head of housing and communal services of Penza Alexei Agafilov accused of committing an offense under part 4, Art. 159 of the Criminal Code “Fraud” is to be closed soon.

The press service of the regional department of the FSB of Russia, the investigators of which supervised this case, have not confirmed this information officially, nor have they denied it, simply refused to comment until the case is in the court.
However, the representative of Leninsky district court of Penza clarified that the house arrest against Alexei Agafilov was extended until August 1, 2014.
Thus, the measure of house arrest will be exactly one year — the former head of housing and communal services of Penza has been under house arrest since August 1, 2013.
“According to the investigation, Alexei Agafilov committed fraud with a plot of land which is the property of the community. At the hearing, he and his lawyer objected to the extension of the house arrest. Given the severity and specific circumstances of the offense, the maximum penalty for which provides for up to 10 years in prison, taking into consideration the court materials, as well as to avoid communication of Alexei Agafilov with other participants of the proceedings, the court found it necessary to extend the house arrest of the accused,” the official representative of Leninsky district court of Penza Natalia Shutova tiold news agency “PenzaNews.”
She explained that the former head of housing and communal services of Penza is forbidden to communicate with anyone except close relatives, to use means of communication and the Internet, as well as leave the dwelling except walks from 10.00 to 11.00, hospital visits and a hairdresser with the permission of the investigator and accompanied by a state person.
“The investigation is over, the case is ready for trial,” the agency interlocutor added.
As news agency PenzaNews reported earlier, Alexei Agafilov made a decision to leave the post of the head of housing and communal services of Penza in December 2013.
Commenting on his decision, the city administration said that Alexei Agafilov is a professional dedicated to his duty, who realizes his inability to manage such a complex system as housing, outside his workplace.
