Kameshkir area deputy admin head passed own family for poor for pensions

Penza, 9 April 2015. PenzaNews. A Penza region citizen, 1963, was found guilty of fraud: according to court, he illegally registered for state pensions during his time of work as the head of the Kameshkir area administration from 2008 to 2013.

“We have found that as the deputy head of the area administration, he abused the social department staff to obtain blanks of official certificates that allowed him to register his sons for state financial assistance as children of families with low income,” Yulia Makarova, Senior Assistant Attorney of the Penza region in Media Relations, told PenzaNews agency.

She explained that several persons provided falsified information that said the average per-person income of the family was below the official threshold. In 2008-2009, this information was provided by a social security official of the Kameshkir area; in 2010, the information was provided by an unidentified person; and in 2011-2012, the information was provided by the wife of the accused.

“Based on these certificates, the Penza State University has registered the man’s sons as eligible for receiving state money assistance,” the speaker added.

Through this scheme, she elaborated, the deputy head of the area administration has embezzled nearly 95,000 rubles that has been allocated from the federal budget to the university.

“The man has fully compensated the damages,” Yulia Makarova added.
