Penza, 15 May 2015. PenzaNews. The Penza region police have initiated a criminal case under Art. 106 of the Criminal Code, titled “The Killing by a Mother of Her Newborn Child,” after the body of a newborn baby girl was found in a plastic bag by a public toilet room on Shkolnaya street in Kandievka village of the Bashmakovo area in the Penza region.

The dead newborn was found by workers of the village culture center, Lyudmila Fomina, Senior Assistant of the Head of the Investigative Department of the city Investigative Committee of the Russian Federation, informed PenzaNews agency.

“According to results of the investigation, the baby was born outside a medical institution and was fully mature. The suspected day of death of the newborn is April 28-29, 2015,” the speaker clarified.

The police are taking measures to identify the newborn’s mother and establish the picture of the incident.
