Four men face charges as law enforcement investigates blast by Penza apt building

Penza, 9 February 2016. PenzaNews. The Penza region Investigative Committee brought charges against a Penza citizen, 26, and three Izhevsk residents, 25, 27 and 28, in attempted murder.

“According to investigators, the Penza citizen came to own a large sum of money to his business partner, and decided to murder him, having no intention to give the money back. To do that, the man in question got in touch with his acquaintance, a citizen of Udmurtia. Together with two friends, the latter arrived to Penza and installed an explosive device on the underbody of the car for a promise of monetary reward. The contract murder ended up not getting completed due to reasons not attributable to any party, as the explosive device detached from the car instead of exploding as the car began moving. Instead, it set off much later,” Lyudmila Fomina, Senior Assistant of the Head of the Investigative Department of the city Investigative Committee of the Russian Federation, told PenzaNews agency.
She clarified that all accused persons were placed under arrest upon petition by the investigation.
“Currently, the police are working to establish all circumstances of the crime,” she said.
As PenzaNews agency reported earlier, in the morning of Saturday, January 30, the police received a report about an explosion in the yard of a Ladozhskaya street apartment building. The incident area was swiftly secured and corded off.
A young woman, 28, was injured in the blast and underwent a course of medical teatment.
After the incident, the police opened a criminal case under Part 3, Art. 213, “Hooliganism”; however, further into the case, it was reclassified under Parts 4, 5 of Art, 33, Part 3 of Art. 30, Paragraphs “zh,” “z,” “ye,” Part 2 of Art. 105 of the Criminal Code, “Murder.”
All orchestrators of the crime were successfully identified and arrested, thanks to joint activities of investigators and the police.
