“Currently, we are identifying the people involved in the incident, their life and family backgrounds. The prosecutor’s investigation will involve the educational institutions where they are studying, as well as juvenile crime and children’s rights bodies,” Yulia Makarova, senior assistant attorney of the region in media relations, told “PenzaNews” agency.
Moreover, as she explained, the investigation will result in evaluation of actions undertaken by the underage girls, their parents, and the parties responsible for juvenile crime prevention.
“The checks by investigators are being monitored by the Penza region prosecutor’s office,” she added.
The first reports saying a group of four schoolgirls cruelly beaten another girl of their age and filmed the process began appearing online in the evening of Tuesday, March 22. According to available information, the incident had taken place in Penza back in mid-March, and nearly all schoolgirls actively involved in the beating have juvenile police records.
The video clip published online shows the victim girl covered in blood and pleading for her assailants to stop, while they keep punching and kicking her and dipping her head in the snow. At the same time, another girl that is filming the beating can be heard making a coldblooded remark that the screen is shaking because her hands got cold. The clip ends with the assailed girl promising not to report the incident to the police.
The Penza region Investigative Committee began an investigation of the matter, will evaluate the promptness and fullness of preventive measures by responsible parties, and will result in a proceeding decision.
