By 2018 at least 70% of Penza residents should get state services electronically

Penza, 6 November 2016. PenzaNews. Action plan on the basis of which the percentage of citizens using municipal and state services in the electronic form will be at least 70% in the Penza region by 2018 was approved by the decree of the regional government.

The document was adopted pursuant to the decree of the President of the Russian Federation of May 7, 2012 No.601 “On the main directions of improvement of system of public administration.”

As indicated in the annex to the decree, the copy of which is available to PenzaNews, the target value is planned to be reached in phases.

In 2016, the percentage of electronic services of the total number should reach: in the first quarter – 15.5%, in the second quarter – 16%, in the third quarter – 16.5%, in the fourth quarter – 17%.

In 2017, the following target values are set: 20%, 30%, 40%, and 50% respectively, in 2018 – 55%, 60%, 65%, and 70%.

One of the first steps will be developing and approval before December 5, 2016 of departmental road maps for achieving the target values. This applies to all the authorities of the region rendering state services.

Also by the end of this year, it is planned to audit web application forms to reduce the probability of errors of citizens and the influence of the human factor.

Starting from 1 January 2017, it is planned to provide assessment of charges, reporting data on them and payment through the interdepartmental system of electronic interaction of the Penza region to the state information system. From March 1 of the next year, it is planned to prohibit demanding receipts from state fees payment for rendering public services.

As part of this work, there will be developed a media plan to promote electronic services among citizens. It includes preparation of TV commercials, banners, posters, leaflets, radio advertisement, and electronic banners.

By the end of March 2017, regulations on bonus payment of the multipurpose center’s employees will be amended to stimulate work on registration of citizens in the regional portal of public services.
