Penza, 16 February 2017. PenzaNews. Tendency towards legalization of secondary car market has been seen in Russia during the last years. Such opinion was expressed by Evgeny Bukin, co-owner of the company "Chestnoe avto", which carries out selection of secondhand cars.

"What is done illegally? There are a lot of fraudsters, dealers and false automobile sales centres. They are not official dealers but some grounds for sale where everything is done in the way that a person is cheated," the interlocutor said at the interregional conference on promotion of companies on the Internet, which is held in Penza.

People who are going to buy a second-hand car deal with such risks as damaged and painted cars, vehicles with intentionally reduced mileage and those that have problems of legal nature for example were bought on credit or hijacked.

"If a person buys a broken car, for example, then their loss equals to the sum of hidden defects, and when one buys a car with legal problems, the loss equals to the cost of the whole car," the co-owner of the company "Chestnoe avto" said.

According to Evgeny Bukin, at present, the measures to protect the client and to provide them with maximum guarantees are taken.

"Nowadays unified national databases are being created, where all traffic accidents, pledges, and the whole history of the car are registered. In future, one will be able to use the VIN-code to request the information and to get the history of the vehicle. Everything depends on the level of knowledge and the time the person has," the specialist noted.

According to him, having collected all necessary data, a client can check the vehicle on their own, but if one does not have enough skills to do so, it is better to turn to a professional.

"Many people often tend to overestimate their knowledge," Evgeny Bukin summed up.
