"The IVF programme and abortion prevention are rather successful in the region. The indicators planned to be achieved at the beginning of the year were increased twice," he noted at the action meeting in the regional government on Monday, September 18.

The minister added that the number of abortions had decreased by 15% over 8 months of 2017.

The governor of the Penza region Ivan Belozertsev reported that when talking to workers of medical and social centres he was asked to organize additional training for them.

Vladimir Stryuchkov admitted that previously work in such offices had been organized at a primitive level and assured that specialists of the most modern training would work in the women's clinic, which would be opened in October, as well as at the premises of inter-district hospitals.

"Not a single woman sent for termination of pregnancy will pass that office by – she will meet specialists who have been trained at the highest level. We are going to centralize the situation. I mean the flow – permission, the right to carry out the procedures," he stressed.

Ivan Belozertsev urged to make civil servants and specialists in different spheres involved in the work of the offices because very often a woman's decision to terminate pregnancy was connected with attendant problems, such as lack of housing.

"When a woman will finally understand that there are such possibilities when the state provides help and support, they might abandon the idea to have an abortion. [...] If the issue is taken only formally, we will have no result," the head of the region explained.
