Penza, 18 September 2017. PenzaNews. Design specifications and estimates for construction of a laboratory and diagnostic centre of the Penza regional oncology dispensary are under development. This was reported by the Minister of Health of the region Vladimir Stryuchkov.

"The project has been announced. It is under development. By December 15 the project will be ready," he said at the action meeting in the regional government on Monday, September 18.

In turn, the governor of the Penza region Ivan Belozertsev urged ministers to monitor the need of construction or renovation of objects in areas of the region and to put forward already elaborated proposals to the chairman of the government.

He explained that the issue of funding could be solved in a variety of ways – even in case there were not enough funds left in the budget.

"For example, construction with a three-year instalment. If we do not have enough funds in the budget, we will look for options similar to those applied when constructing a school and kindergarten in Elyuzan, or the building of a surgical centre in Kuznetsk. We can also find an investor who will construct the oncology building and will let it on lease. Or let it be a private centre. What is the difference? Anyway, people are going to get services there provided by the Compulsory Medical Insurance Fund. [...] The most important thing is to realize that funds from different sources can be used," the head of the region added.
