"The Ministry carried out the analysis of 200 priority projects in 39 institutions, prepared a registry of health facilities reflecting the conditions of life of persons with disabilities and other groups with limited mobility. The analysis showed that there are no fully adapted facilities in the region at the moment," he said at the meeting of the regional government on Thursday, March 22.

Vladimir Stryuchkov explained that in 112 health facilities, which make up 56%, barrier-free environment had been created only for persons with disorders of the musculoskeletal apparatus in wheelchairs but improvements for patients with hearing, eyesight and mental disorders are still required.

"84 facilities, that is 42%, require full adaptation. This involves installation of ramps, improvement of sanitary-hygienic premises, installation of handrails, replacement of hospital elevators, provision of sound and visual information, which are possible only after complete overhaul. It is impossible to adapt four facilities due to the lack of architectural-planning decisions," the minister specified.

He added that during three years over 2.5 million roubles were allocated from budgets of all levels on adaptation of hospitals in the Penza region in the framework of the programme Accessible Environment. Some of the money was used to install five ramps and improve two entrances.
