Development of preschool education in Penza was highly appreciated by Vladimir Putin

Penza, 26 May 2011. PenzaNews. The Head of the City of Penza Ivan Belozertsev took part in the meeting of the Presidium of the Presidential Council on Development of Local Government held in Pskov. It was chaired by the Russian Prime Minister Vladimir Putin. Ivan Belozertsev suggested the Chairman of the Government to consider the possibility of making the federal program of the developing network of preschool educational institutions.

Ivan Belozertsev described Penza experience of kindergartens network development and noted that on the pre-school education in the city are spent more than 10% of the municipal budget.

Ivan Belozertsev said: "Since 2007, there were built 6 new modern kindergartens for 1,5th places in Penza. The total sum of financing amounted to 771,5m rubles. With 50% were taken from the regional budget."

He noted that in 2011 it would be finished the building of two kindergartens for 490 places which cost 330m rubles.

Ivan Belozertsev said: "Currently, the tenders for construction of 2 pre-schools are announced, construction of which is planned to start this year."

According to Ivan Belozertsev, there would be opened the additional groups in the existing kindergartens and a program of construction of additional rooms in existing kindergartens was developed in Penza.

He said: "The cost of introducing a place on the basis of the existing kindergarten is about 46 th, while in the new building — 10 times more. In the past 5 years we opened 156 additional groups with 2,7 thsd places. And the costs for these purposes amounted only 126,7m rubles. Till the end of this year we plan to open 34 additional groups with 620 seats."

The Head of the Penza City considered this an effective course of action.

The head of the Penza city suggested Vladimir Putin to consider the possibility of making the federal program of development of the network of preschool educational establishments, which would include co-financing of construction, reconstruction and overhaul of preschools.

Ivan Belozertsev also spoke about the measures of social support for young medical professionals to attract and keep doctors of narrow specializations in the health system of Penza.

He said: "In particular, there is provided a one-time payment to employment and a public housing with payment of housing services by the city budget in Penza."

Russian Prime Minister Vladimir Putin highly appreciated the work of the authorities of the Penza city on the development of preschool education and social support of young doctors in Penza saying that the city found effective solutions for the complex social problems.
