Penza, 16 June 2011. PenzaNews. The public hearings on execution of the regional budget for 2010 were held in the Legislative Assembly of the Penza region on Wednesday, June, 15th. According to the Speaker of the Regional Parliament Alexander Gulyakov, such form of report gave resident of the region a real possibility to learn on what purposes money have been paid by him as taxes were used.

The first deputy of the Minister of Finance of the Penza region Lyubov Finogeeva said: "The taken measures within the limits of the program of the economic and social development of the Penza region of 2008-2012, the regional anti-recessionary plan allowed to provide positive dynamics of the basic economic indicators — for the total regional product, industrial production index, volume of shipped production, circulation of the retail trade, the amount of works which was made in the such branch as "Building" and for wage fund".

She noticed that the recession was only in the branch "Agriculture Production", that was connected with the abnormal heat and drought observed last summer.

Lyubov Finogeeva said: "The Growth of tax and non-tax incomes, taking into account the incomes from activity bringing in the income, in 2010 in comparison with 2009 in the Penza region exceeded the average level of the Volga federal district — 14,4%. The Penza region is on the third place in the Volga federal district concerning this index; it goes after the Ulyanovsk region and the Kirov region".

According to the first deputy of the Minister of Finance, the budgetary funds went on maintenance of the accepted social obligations in a priority order, including payment of workers of the budgetary sphere and payment of the grants, granting of the financial help to the municipal unions of the Penza region for providing the equation for the local budgets, financing of the most significant regional target programs, actions for providing veterans with the habitation, carrying out the major repairs of the apartment houses and providing of resettlement for the citizens who lived in the abnormal houses.

Lyubov Finogeeva said: "The expenses of the budget of the Penza region for 2010 were executed in the sum of 33.5 billion rubles or on 94.9% to the specified plan".
