In the 1st quarter of 2011 the average salary of employees of the executive authorities of the Penza region was 28169 rubles, that of the municipal governments having executive-administrative functions — 19 055 rubles. Such data was announced by the Statistical department of the Russian Federation. The highest level of the average salary at officials of the regional level among regions of the Volga Federal district was in the Samara region — 34544 rubles, the least — in Mordovia — 17013 rubles. The officials of the municipal governments got the highest salary in Samara (22417 rubles) and the Nizhniy Novgorod region (22279 rubles), the lowest — in Mordovia (11664 rubles) and Chuvashiya (11849 rubles).

The quantity of officials of the executive authorities in the Penza region was 1286 persons, or 93,7 % of the staffing level, municipal governments with executive-administrative functions — 4 398 persons, or 98,6 %. Most of all the authorities in the Kirov region and the Samara region were equipped — 97.1 %, at least — that in the Penza region 93.7 % and Bashkortostan 93.8 %.
