Moscow, 14 October 2011. PenzaNews. The chairman of the government of the Russian Federation Vladimir Putin held a working meeting with the governor of the Penza region Vasily Bochkarev. Industrial production growth in the region is 3 times higher than Russian average index. There are good rates in building. The press-service of the head of the government said: "At the same time, according to the governor, there are problems in particular, in public health services modernization. The region wasn't ready for disbursement of money".

V.V. Putin: Vasily Kuzmich, I looked through the figures of the Penza region. The growth of industrial production in your region is 3 times higher than Russian average index.

V.K. Bochkarev: We do our best.

V.V. Putin: Yes, it is quite good. The salary has grown up.

V.K. Bochkarev: It's quite good in building industry.

V.V. Putin: You have a good growth in building industry. It increased by 36% in comparison with the similar period of the last year. Vasily Kuzmich what the questions and problems are the most actual today?

V.K. Bochkarev: May I boast?

V.V. Putin: Yes, please.

V.K. Bochkarev: You visited our enterprise "MedInzh" which manufactures artificial heart limbs? Here is the new product (shows), which has just been certificated. It is an endoprosthesis for a backbone. Such product is developed and manufactured for the first time, it is a vertebra disk … Last year we presented this product in the Silicon Valley and got a silver medal. Now we received the certificate.

V.V. Putin: That's good. What about social sphere? So, your economy is developing quite well.

V.K. Bochkarev: We have good index in the industry and building. A weak place is winter wheat which was lost last year after a drought. The same situation is in Ryazan (we neighbors with Ryazan). We solve this problem by good harvest of summer cultures and now we have one million tons of grain.

Harvesting of sugar beet proceeds. Beet was good, but rains spoiled it. We can not harvest millet, still there are millet and sunflower fields. The prices of potato and vegetables decreased seriously. The prices of buckwheat which were very high last year, decreased this year.

There are problems in modernization of public health services. We were not ready for money disbursement for major repairs. But money will be used according to all standards and requirements and we control it. I visited hospitals of the region and I hold operative meetings. The situation is difficult. Building organizations which won the auctions turned to be not ready to the requirements. They have to change their work.

V.V. Putin: Yes, it is very important. Medical institution should be repaired qualitatively. Because there are some standards of the modern equipment which require that these standards of the modern equipment should correspond to building standards.

V.K. Bochkarev: In education sphere we are going to have 14 200 rubles salary in the 4thquarter. (it is the salary of the 1st quarter, but, probably, we will have 15 600 rubles salary). Now we consider that 15 600 rubles is an average salary this year. During 8 months of this year the salary increased by more than 30 % and became 11 606 rubles. We hope that the salary in the sphere of education will increase by 80 % till the end of the year. We will manage to have the same salary in the sphere of education like the average salary in economy in 2011 not in 2012.

V.V. Putin: That's good. But do not forget about preschool centers.

V.K. Bochkarev: We build kindergartens, but it is necessary to build more. And there are also problems with salary.

V.V. Putin: It is necessary to increase it anyway.

V.K. Bochkarev: we will consider it in the budget of 2012.
