Penza, 20 October 2011. PenzaNews. The chairman of the government of the Penza region will be the former chairman of the board of regional bank "Kuznetsky" Andrey Andreev. The governor Vasily Bochkarev informed about it during the meeting with the journalists on Thursday, October, 20th. "I have made this decision the day before yesterday when I was on a business trip in Milan". The governor said and explained that the official appointment of the head of the government will take place at Legislative Assembly session on Friday, October, 21st.

Vasily Bochkarev underlined that he chose the person with good knowledge of financial sphere.

The governor said: "He has a great experience and businessmen know him and it is very important for the official".

Andrey Andreev was born on June, 15th, 1953 in Saratov in a family of clerks. In 1975 he graduated from Penza polytechnical institute on speciality "Design and manufacture of elektro-computing equipment". He trained at the Leningrad engineering-economic institute in the department of production engineering.

In 1976-1979 he worked at the Penza polytechnical institute as the assistant of the department of economy and production engineering. In 1979-1982 he trained in postgraduate study of the Leningrad financial and economic institute in the department of industrial economy. The dissertation was devoted to the efficiency of use of fixed capital in power mechanical engineering. In 1983-1992 he worked at the Penza polytechnical institute — the senior teacher, the head of the departmend of economy and production engineering.

Since 1992 he has been in bank business. In 1992-1994 he was the vice-president of board of commercial bank "Tarkhany". In 1993 he was the assistant of the head of administration of the Penza region, however soon he returned to bank "Tarkhany". In 1994 acted as the initiator of creation of the Penza bank of revival and development. He was the head of financial structure till 1998. Since 1998 he was the head of the Penza branch of Open Society "VTB".

From March, 2009 till May, 2011 was the chairman of the board of Penza bank "Kuznetsky".

Andrey Andreev is PhD in Economy, has over 40 scientific works, three monographies.

It is married, has a daughter and a son.
