Penza, 25 October 2011. PenzaNews. Russian politicians and representatives of the public continue to discuss the initiative of the governor of the Penza region Vasily Bochkarev who offered to vice-presidents of the regional government to head rural areas in turn.

As the news agency "PenzaNews" informed earlier, according to the head of region, “it can become good training for regional officials”.

During operative meeting on Monday, on October, 24th Vasily Bochkarev said: “For example, if one of the vice-chairmen works well as the head of the rural area during a year, he can return again to the government”.

According to the governor, vice-chairmen can be engaged in discharge of duties of representatives of local authorities and while the heads of the areas are on holiday.

Vasily Bochkarev underlined that it will promote the development of the territories and the officials will get new experience.

The vice-chairman of Association of rural settlements of Russian Federations Jury Gurman said in the interview to “Club of Regions” noticed that this suggestion is rather interesting from the point of view of “education”, however, according to the expert, the initiative of the governor should be studied carefully.

Yury Gurman said: “It is necessary define how it will be organized. Legally combination of posts of the state and municipal service is impossible. It is necessary to think out something. It’s a good idea that the official will look at the problems from the point of view of municipal”.

The member of Public chamber, the head of the department of development of Academy of National Economy and Public Administration of the Russian Federation Vyacheslav Glazychev considers that the initiative of the Penza governor is good, but that to the regional official really to penetrate into municipality problems, it is necessary for longer period than a holiday of the head of area.

He said: “It is necessary to work as the head of municipality not less fiscal year. For example, in Kaluga the officials become the heads of the areas from time to time”.

In turn, the member of Public chamber, the chairman of the commission on regional development and local government Leonid Davidov expressed his opinion that such experience will be useful for officials.

At the same time, the expert considers that due to specificity of management of small settlement for the most "experimental" area it is necessary to provide protection mechanisms that "the temporary" head owing to the subjective reasons can’t accept the decisions which may cause negative consequences.
