In Penza Presidential plenipotentiary envoy of the Volga federal district met parents having many children

Penza, 16 November 2011. PenzaNews. Presidential plenipotentiary envoy in Volga Federal District Grigory Rapota and the governor of the Penza region Vasily Bochkarev held a meeting with parents having many children in the governor's house in Penza on Wednesday, November, 16th. In the beginning of the meeting Grigory Rapota said: “I am glad that not only mothers having many children but also fathers present here. So we can discuss much more problems”.

Before conversation with parents having many children he told about social programs in the regions.

Presidential plenipotentiary envoy said: “In Volga Federal District the propagation of healthy way of life is actively conducted, programs on restriction of realization of alcoholic production and tobacco products, development of manufacture of non-polluting products are realized. As to large families, granting of passenger high-capacity transport is provided, and also allocation of the ground areas for house and housekeeping building is absolutely free”.

After that Grigory Rapota asked parents having many children to speak. The first the resident of Bessonovsky area of the Penza region Marina Isaeva had speech. According to her, one of the most important problems not only in region, but also in Russia is unemployment.

Marina Isaeva informed that in the Penza region not only there is a support to parents having many children in employment, but also means and grants for business were allocated.

She said: “This year in Bessonovsky area more than 100 large families who have their own business have received 58 thousand rubles support. In 2009 there were 324 persons in cooperatives, in 2010 there were more than 116 persons”.

Grigory Rapota said that in the Penza region the great attention is given to social programs.

Grigory Rapota said: “I’d like to admit that the Penza region is that region where the problem of maintenance with habitation of children-orphans dares in the most radical way. From 830 persons consisting in turn on reception of apartments, 550 will receive habitation in the nearest future. Children-orphans will be lodged in three apartment houses specially constructed for them. It’s a great achievement for the region”.

The representative of the Orenburg region Alexey Savinkov said about grants which are provided for large families in his region.

He said: “Large families in the Orenburg region pay only 70 % of utilities, they have free tickets for public municipal transportation, receive privileges for school uniform, and have grants to buy or build houses. Besides, the children under 6 age living in large families have free medicines”.

At the same time, Alexey Savinkov said that there no any support for large families which do business in the Orenburg region. In his opinion, lower taxes and privileges for rent payment could become good support for the parents having three and more children.

According to the resident of Penza Maria Lvova-Belova, there is bad attitude to large families in our society. In her opinion, representatives of the power and mass-media should form positive image of large families among people.

Maria Lvova-Belova said: “Only in this case it will be possible to count on demography improvement”.

Grigory Rapota agreed with mother having many children completely.

He said: “Recently people avoid communication with large families and invalids. It shows that our society is unhealthy. It is our great problem which should be solved”.

The plenipotentiary of the president also has noticed that in district lives all about 4,5 million the families having children, thus only 3 % from them are having many children.

Grigory Rapota said: “It is necessary to support large families constantly and we will are to do it. There are not so many families, so, allocation money for them will not affect regional budgets seriously”.
