Penza, 23 December 2011. PenzaNews. The governor of the Penza region Vasily Bochkarev supported the initiative of the president of the Russian Federation Dmitry Medvedev about electivity of the heads of the regions, stated in the message to the Federal Assembly of the Russian Federation on Thursday, December, 22nd.

Vasily Bochkarev said: “Everything new is actually well-forgotten old. I was elected twice as the head of the Penza region. Thus I consider it’s necessary to increase the role of the regional parliaments in election campaign of the candidates for high regional post”.

The head of the region said, that the Legislative Assembly should consider the nominees which have been put forward, including, parties presented of the regional parliaments and to represent these nominees to the president.

Vasily Bochkarev said: “Besides, transfer large powers to the selected heads of the subjects should become the main condition of electivity of governors. And the main thing is therer should be possibility to use these powers, for example to leave collected taxes in the region”.

He added that in this case the governor can report adequately according the requests of the people who chose him.

Besides, the head of the region didn’t deny the possibility to recall the governors if they don't execute their duties.

The press-service quotes the governor of the Penza region: “If the selected governor doesn't justify population expectation, the people have the right to demand his resignation”.
