The governor Vasily Bochkarev is again in the top three of the heads of the regions in information openness rating

Penza, 29 December 2011. PenzaNews. The governor of the Penza region Vasily Bochkarev is one of three leaders of the rating of information openness of the heads of the regions, made by “National service of monitoring” together with “The Institute of independent political researches” following the results of 2011.

As it was reported earlier, in October Vasily Bochkarev took the second place in a rating, in November — the 27th place. Following the results of 2011 the head of the Penza region is on the third place having 0.5358 points of information openness.

The mayor of Moscow Sergey Sobyanin (0.5402 points) is on the first place, the second place is taken by the head of Ingushetia Junus-Beka Evkurov (0.5368 points).

The most informational closed leaders are the head of Mary El Leonid Markelov (0.2573 points), the governor of the Kursk region Alexander Mihaylov (0.2241 points) and the head of the Vladimir region Nikolay Vinogradov (0.2229 points).

According to the “National service of monitoring”, the factor reflects the degree of openness of the person in the information sources.

“The national service of monitoring” informed: “The indicator pays off as a parity of number of publications with direct or indirect speech of the person to total number of messages where a person is mentioned. Thus, persons get to the top of the rating , not about which most of all write to mass-media, and those which each mention contains a message for this or that audience”.

The general director of “Institute of independent political researches” Alexander Ulitin admitted that 2011 should be remembered, at least, that the accurate tendency was outlined and the heads of regions of the Russian Federations began to communicate with representatives of the press more actively.

Alexander Ulitin said: “As the of result the number of messages with citing of governors increased in comparison with previous year more than 1.5 time. It is quite explainable, as both from a society, and from the power there was an accurate inquiry about feedback which obliges the heads of regions to be more open in relation to mass-media. Also we hope that the given trend will remain and in new, 2012”.
