Penza, 30 January 2012. PenzaNews. Online broadcasting of votes counting procedure on all polling stations of the country including the Penza region will begin at 21.00 Moscow time. The press-service of the authorized communications service provider of OJSC "Rostelecom" informed about it, having underlined that it will start from the moment of opening the polling stations till the moment all compulsory procedures completed.

“Broadcasting of votes counting in the Internet will start only after 21.00 according to the decree of the Central Electoral Committee not to influence on free will of citizens on those sites where voting proceeds,” press-service of communication service provider explained.

The vice-chairman of election committee of the Penza region Alexey Klimuhin said that all records made on polling stations will be transferred in a regional data-processing center in Samara to be kept for a year.

“Such term is ordered by the Central Electoral Commission decision “About video observation order …” Besides, access to video storage is not specified in the decree,” Alexey Klimuhin said.

He added that there are not exact instructions on access to video in its storage in regional election committee, but he assumed that procedure will be similar to access to online translation.

According to Alexey Klimuhin, in Penza online translation will be provided from all polling stations, it will be possible technically.

“Broadcasting from 150 remote polling stations is discussed now. For example, village Dubrovka of Spassky area is 11 km far from the nearest communication channel and it is necessary to mount a cable to provide access necessary for translation in the Internet. Expenses can reach 400 thousand roubles. Therefore only recording without translation will be carried out only there. Then recording will be transferred to a regional data-processing center,” the interlocutor of agency commented.

As it was informed earlier, voting procedure online broadcasting will be conducted on a special site which will begin its work on February 1. It will represent a Russia map on which the user through the enclosed geographical menus can reach the necessary site and see the image of two or three chambers, depending on that, how many is established.
