Russia has potential for economic independence, Vladimir Volkov

Penza, 28 February 2012. PenzaNews. Members of public office of the Penza region in support of social and economic police of the government discussed the next article of prime minister Vladimir Putin published in federal media “Russia and Changing World”, devoted to country foreign policy.

The first deputy of the chairman of the government invited to the session, the ombudsman of investors and businessmen Vladimir Volkov said that he can’t comment on a political component of prime minister’s article, however, he highlighted its importance for foreign investments to Russia and to the Penza region.

“I want that the volume of investments became the life indicator in the Penza region, therefore a question how Russia looks for foreign investors is rather important. From the point of view of business dealing, the mentality of the Russian and foreign businessman doesn’t differ. However the Russian investor is anyway focused on Russia and chooses only concrete region and a concrete sphere of business. The foreign investor has a question on an investment of money in this or that country and here we can’t affect their choice. It is federal authority prerogative,” said Vladimir Volkov.

“Here again already we should make our Penza more attractive, than Ryazan, more attractive, than Moscow. The first message doesn’t depend on us. At the foreign investor the opinion that such Russia as a whole and only then that such the Penza region,” said the first vice-chairman of the government.

Answering the question about the importance of the USA as an economic partner of Russia in the future Vladimir Putin writes, underlining that “in relations with the USA we would be ready to go really far, to make qualitative break”, Vladimir Volkov declared that Russia should consider America as a partner.

“The partnership position is favorable always because if both parties are interested in, any question can be solved easily,” he said.

Making comments on statements of some experts about insufficiency of resources for carrying out independent foreign policy, Vladimir Volkov underlined that economic independence is much steadier, rather than independence based on force.

“And Russia today has an enormous potential for economic independence,” declared the spokesman.
