Penza, 18 May 2012. PenzaNews. Exit seminar of Moscow School of Political Studies “The Russian Region in Global World” took place in Penza on Friday, June 18. The first vice-president of the Center of political technologies Alexey Makarkin and the academic director of the Center of social and political education of the Russian Academy of Sciences Alexander Sogomonov were the moderators of the discussion.

The first expert offered to discuss modern trends of development of politics, its prospect and creation of new configuration of power. A key question of the second panel discussion was identity and efficiency of a modern Russian city.

According to Alexander Sogomonov, we live in era when nobody is responsible for cities development.

“Earlier federal government planned development of the territories. Now the destiny of the city is in residents’ hands. And a new question arises: should the municipal authority or the city community be engaged in it?” he said.

According to the expert, the city is the topic of a continuous dialogue between different actors and this discussion should be held in public, on the basis of higher educational institutions, in particular.

Opening the discussion topic, Alexander Sogomonov expressed the opinion that now Penza chooses between economic growth and development which includes a large range of aspects, not tied to financial matters.

“Today the main thing is to understand success of the city. The city considers itself successful not on the basis of external and material signs. The city itself formulates criteria of its success,” the spokesperson emphasized.

As it was reported earlier, the presentation of the publishing program of Moscow School of Political Studies took place within the seminar. Two big sets of literature of all series published by the School were brought to Penza. Some of them will be transferred to PSPU, others will go on sale.
