Vitaly Mutko, Minister of Sports of the Russian Federation suggested Grigory Kabelsky, Chairman of the Penza region Committee of physical culture, sports and tourism leading a department of the federal Office. According to the information obtained by news agency PenzaNews from a source close to the official, the head of the Regional Committee of Sports may take the position of Director of Development of Summer Sports Ministry immediately after the reorganization of the department, i.e. in August – September 2012.

Grigory Kabelsky (born November 27, 1956 in Penza) is the Chairman of the Penza region Committee of physical culture and sports.

In 1978 he graduated from Moscow Region State Institute of Physical Culture, got Ph.D. in Pedagogical Sciences. From August 1978 he worked as a coach in the youth sports school of sports society “Spartak.” From November 1978 to May 1980 he served in the Soviet army. In 1980 he began coaching in the youth sports school of the watch factory in Penza.

He taught at the Department of Physical Education and Sports at the Polytechnic Institute. In 1981 he was promoted to a senior lecturer of CYSS “Dawn.” From 1984 to 1989 he worked as a coach-teacher at the school of highest sports skill and then in 1992 he headed this school.

Grigory Kabelsky was the coach of the Soviet Union in athletics. In 2003 he was the president of Non-Profit Partnership “The professional hockey club” “Diesel.” From April to November 2004 he headed the committee of physical culture and sports of Zarechny town, the region of Penza.

From November 2004 up to present Grigory Kabelsky is Chairman of the Penza region Committee of physical culture and sports of Zarechny in the Penza region.
