Head of Ministry of Internal Affairs prohibited blocking traffic for police motorcade passage

Penza, 23 July 2012. PenzaNews. The management of Traffic police sent a directive by Vladimir Kolokoltsev of the Ministry of Internal Affairs to all regional offices prohibiting blocking the traffic for the motorcade passage.

According to the federal media, the reason for the directive became a recent incident in Penza – the arrival of the minister of the Ministry of Internal Affairs Vladimir Kolokoltsev, and the head of the Russian Federal Migration Service Konstantin Romodanovsky on July 11, 2012. To ensure the passage of the working group members the city authorities introduced temporary restriction of traffic movement, which caused sharp dissatisfaction of the population.

The next day, Vladimir Kolokoltsev, who observed the traffic jams, and listened to the complaints of Penza residents, gave a direction to cease the practice of “temporary restrictions for traffic movement while ensuring the passage of business motorcade of officials of the Ministry of Internal Affairs.”

The Federal Security Service has the right to give instructions to the inspectors of the traffic police to block the road for the passage of only eight officials — the president, prime minister, the heads of Supreme court, Supreme Arbitration and Constitutional Court, the General Prosecutor Office, as well as the speakers of Duma and Federation Council.
