The governor of the Penza region Vasily Bochkarev took the 14th place in the public openness ranking of the regional leaders of Russia, prepared by the National Monitoring Service and the Independent Political Research Institute based on October data, 2012. As of September Vasily Bochkarev occupied only the 21st line in the ranking. Thus, during the previous month he managed to climb seven positions up.

As of October 2012, the three most public open governors are the president of Ingushetia, Yunus-Bek Yevkurov, the governor of the Vologda region Oleg Kuvshinnikov, and the governor of the Magadan region Nikolai Dudov.

According to the General Director of the Independent Political Research Institute Alexander Ulitin, the results of the ranking were influenced by the election campaign, which took place in a number of regions of the Russian Federation.

Media ranking of the heads of regions of Russia is based on the index of public openness.

This index reflects the degree of openness of a person to information sources. It is calculated as the ratio between the number of publications with direct or indirect speech of the person and the total bulk of messages about him. Thus, the top of the ranking is occupied by persons not the most referred to in the media, but those, whose messages contain address to a particular audience.

The ranking takes into account only official blogs of Russian governors on Twitter and LiveJournal.

The ranking analytical stock amounts to over 84 thousand messages posted in 400 federal and 3 thousand regional publications.
