Penza, 14 November 2012. PenzaNews. The use of computer communication program Skype in the government of the Penza region is caused by the operational needs. This was stated by the head of the governor’s staff department and the government of the region Viktor Rubtsov during the round table “The role of the blog-sphere in shaping the field of information space of the region” held by newspaper Penzenskaya Pravda on Wednesday, November 14.

“The introduction of new technology began in 2011, when the governor fell ill for a week, and his staff had to call him up quite often. I wondered how he gets current information from a large number of services and agencies. And I proposed to install Skype,” Viktor Rubtsov explained.

According to his words, the deputies were instructed to promptly report to the governor on the state of matters using the program, and the governor was able to watch the reports at any convenient time.

“An additional benefit is the ability to set up a video conference, when you cannot only hear, but also see the employee. Then came the idea of such conferences with the residents of the region, who cannot come from afar,” said the official, adding that quite soon there arose a problem of informing and providing the Internet access in small and remote communities.

Vikor Rubtsov noted that it was problematic introducing new technology, but now the population has caught up: the number of e-mail messages and complaints has grown.
