A member of the State Duma of Russia in the Penza region, the second secretary of the Communist Party Vladimir Simagin stated that he was ready to speak up for entrepreneurs. “I assert that a process of elimination of individual entrepreneurs as small-scale business has begun. This is connected with the change in the marginal value of the base for insurance premium calculation in the state budget funds from January 1, 2013. As a result, the tax burden for individual entrepreneurs has tripled — from 12 thousand to 36 thousand rubles,” the Communist representative stated at a meeting with journalists, which was held at the press center of news agency PenzaNews on Tuesday, March 5.

According to Vladimir Simagin, the situation forced 4,100 people, or 10% of all individual entrepreneurs of the Penza region, to file applications on business termination.

Vladimir Simagin suggested that this will lead to further social tension, because for many people this business is a source of income and well-being of the family, especially in rural areas.

“You know, schools, nurseries, post offices are closing there. Now mobile trade and shops, which are based on activity of individual entrepreneurs, are going to close. Such anti-social decisions can destroy everything left alive there,” he added.

According to the representative of the Communist Party faction in the State Duma, the federal law No. 271 “On the retail market” which allows trading only in enclosed spaces, is also directed against the small-scale business.

He also said that the Communist Party faction in the State Duma instructed him to make specific proposals for amendments for several articles of economic laws to protect private business and its form as individual entrepreneurship.
