Penza, 30 April 2013. PenzaNews. Voluntary Saturday clean-up after which collected trash was not moved out from some Penza street demonstrated incompetence of the city authority. This opinion was states by the member of the bureau of the regional committee of the Communist Party Alexei Kostin on Tuesday, April 30. “They organized Saturday clean-up, but collected trash is still lying in the streets. It is gradually pulled apart by children, trash-bags are torn by street dogs and crows. And the neighborhood is becoming the same as before the clean-up, which basically means that the noble voluntary action came to nothing,” the Communist member commented.

According to him, this clean-up became a litmus test.

“It showed that the administration of Penza cannot control the city, even shoveling trash from the streets — that's the bottom line,” the agency interlocutor said.

“Roman Chernov has created a system of urban community services, with which it is possible to collect trash, but not remove it. Only within this system, it is possible not to clean up throughout the year, and then heroically roll tons of trash. Only within this system cleaning up must be done by anyone, but authorized staff,” Alexey Kostin said.

He added that he refused participating in the voluntary Saturday clean-up for ideological reasons.

“I do not consider it necessary to participate in this farce. When I was a chairman of the condominium in my house, the yard-keeper worked year-round, and there was no need in a voluntary Saturday clean-up, because the yard was already clean by April 20. And so it should be all over the city,” the member of the regional committee of the Communist Party noted.

In addition, Alexei Kostin made a point saying that one of the reasons for significant dust in the air in Penza is the use of quarry sand in the sand-salt mixture used to cover the roads in winter.

“Why not use granite chips instead, as they do in Moscow? If there is not enough money in the budget, let us use alluvial sand, it does not bring this much dust. Roman Chernov knows all of this, but he is incapable of changing anything. The mayor is not doing his job. Then let him leave, and we — the citizens — will gather and clean up the city,” the agency interlocutor concluded.
