Yuri Alpatov: Penza mayor to ask for resignation from June 1

Penza, 17 May 2013. PenzaNews. An official statement for early resignation of the head of administration of Penza Roman Chernov has not been submitted to the City Duma yet, but the mayor intends to ask for the resignation from Saturday, June 1. This was announced by the mayor Yuri Alpatov, commenting on the possible termination of the contract with Roman Chernov, the information of which appeared on Friday, May 17.

“He has not made any statement yet. We had a meeting, during which Roman Chernov said that he wanted to leave his position. The motive he referred to was health state and family reasons. I can officially inform you that the written statement has not been registered. But Roman Chernov is planning to ask for a leave from June 1,” Yuri Alpatov said.

In accordance with Art. 32 of the Charter of Penza, early resignation of the head of administration is possible in 12 cases, including the resignation at their own request. The decision to terminate the power of the mayor is made by the City Duma, which is to state the date for the competition for the position of the head of administration of Penza within a month. In case of early termination of the power of the head of the city administration, his power is appointed to one of his deputies until the new head is selected.

Currently, the head of administration of Penza has seven deputies.

The functions of the deputy mayor in land and urban development issues are performed by Lyudmila Kipurova, in strategic development — by Nikolai Antonov.

The deputy head of administration of Penza Sergei Simonov supervises economics, industry, business development and services. Alexei Makarov is responsible for the organization of the administration. Evgeny Ryzhov is the vice-mayor for urban development. Larisa Ryabikhina takes over education, culture and social policy, and Mikhail Panyukhin — over municipal and transport services.
