Anton Ishchenko: Personnel policy in Penza devoid of intelligibility and coherence

Penza, 22 May 2013. PenzaNews. Personnel policy of the government of the Penza region is devoid of intelligibility and coherence. This opinion was expressed by the deputy of the State Duma from the Liberal Democratic Party of Russia Anton Ishchenko in an interview with news agency PenzaNews on Wednesday, May 22.

“As we can see, a series of resignations in the government and administration of the Penza region, which began last year, is continuing. Let us focus on the most significant of them. In March 2013, the head of the area administration of Serdobsk Anton Sharonov left his position, having worked there for less than a year. In April 2013, the position of the minister of construction, transport and roads of the Penza region was left by Alexander Burnaev after two months. In May 2013, mayor of Penza Roman Chernov, his first deputy Nikolai Antonov and vice mayor Vyacheslav Satin also announced their resignation. The latter was asked to take the position of vice mayor of Penza in strategic development, which, in my opinion, is the lack of respect for the experienced and professional manager who worked as a business leader, a minister, and a chairman of the government,” Anton Ishchenko stressed.
According to him, the appointment of Vyacheslav Satin for the post of the first deputy of the head of Penza administration may show an attempt of the authorities to solve “many systemic problems which Roman Chernov could not or would not solve.”
“Naturally, the question arises: why are the authorities not holding a demand against the mayor for his failures? And Roman Chernov explains his resignation rather vague: it is either health, or family reasons,” the agency interlocutor stressed.
“From my point of view, governor Vasily Bochkarev having a limited number of close managers in executive power shuffles them like a deck of cards, without any regard for the consequences. And why would the man who established the title of the master of the Penza region need this? Such a person, if he wants, can assign a student for the position of a minister, while a competent manager with extensive experience will in contrast be left out,” Anton Ishchenko added.
He expressed the belief that the key to a political career in the Penza region are not professional qualities, but the governor’s favorable attitude.
“And this is happening along with Vasily Bochkarev saying that well-educated, experienced people often leave the Penza region and go to the richer regions of Russia. This suggests that the region does not work on keeping them here, giving no work incentive,” the agency interlocutor pointed out.
Anton Ishchenko had also suggested that the former coordinator of the regional branch of the Liberal Democratic Party Anastasia Koptelova who was appointed to the position of an assistant to the chairman of the government of the Penza region, would soon be forced to leave the occupied position.
“Two months after Anastasia Koptelova had proceeded to work, she received a notice of the reduction of her office. As an alternative, she was offered the position of an ordinary consultant. Naturally, for such an experienced specialist this was not an option,” he explained.
“I have an impression that the plans of the imminent reduction of this position existed even before the appointment of Anastasia Koptelovo. In this regard, I have one question for Vasily Bochkarev: Why do you assign people to positions, knowing that in two months you will remove them, squeeze out? What for? Anastasia Koptelova is likely to return to productive work for the benefit of the residents of Penza as a key activist of the Liberal Democratic Party. But, in my opinion, it is simply unacceptable tossing out competent managers regarding current staff shortage. Personally, I am struck by inadequate personnel policy of the government of the Penza region,” the deputy of the State Duma of Russia concluded.
