Georgy Kamnev: Vyacheslav Satin as mayor of Penza is unlikely to change situation

The deputy governor of Penza in strategic development Vyacheslav Satin, if approved by the City Duma deputies as the mayor will not be able to change the situation in the city fundamentally. This opinion was expressed by the first secretary of the regional committee of the Communist Party, the member of the Legislative Assembly of the Penza region Georgy Kamnev on Wednesday, May 22.

“It is clear that the most likely candidate for the position of the mayor of Penza is Vyacheslav Satin. It will be extremely difficult to change anything after Roman Chernov, and perhaps impossible, because all the problem knots are so tight that they can only be cut. And people who used to work with Roman Chernov would not be able to do that because they would act according to the rules they used to,” the agency interlocutor said.
Georgy Kamnev added that Penza City Duma deputies would support the candidacy of Vyacheslav Satin if he goes for the mayor.
“We know that 96% of the City Duma deputies represent the United Russia party — the people who are extremely loyal to the current policy so they will vote for any candidate to be offered “officially,” which formally or informally, will be supported by the governor. Clearly, if Vyacheslav Satin was the vice governor, he enjoyed the confidence of Vasily Bochkarev. Accordingly, he is the official candidate,” the Communist said.
Georgy Kamnev noted that it is “absolutely clear what policy and for whose favor” Vyacheslav Satin would hold as a mayor.
“Satin has been working with Botchkarev for 15 years,” the agency interlocutor reminded.
Georgy Kamnev also pointed out that the Communist Party is considering the possibility of nominating their candidate for the position of the head of administration of Penza.
“We need a new person, who will act independently even from the governor. In general, we demand the all-people’s election of the mayor, which is the most objective measure of who should lead the city. Since there will be no elections, we are likely to present our own candidate,” he said, stressing that he does not create any illusions about approving the representative of the Communist Party of Russia as the mayor.
Commenting on the resignations and appointments in the regional government and administration of Penza during the past week, the first secretary of the Communist Party suggested that all of them comply with the desire of the superior officer.
“No one doubts that all decisions are made at the governor’s suggestion. This is just a new alignment,” he said.
According to Georgy Kamnev, the resignation of Roman Chernov has been anticipated by the supporters of the Communist Party.
“We have long sought for it, because the man was clearly in the wrong place. The result of his work is a complete collapse of urban economy, terrible traffic jams, ill infrastructure, environmental issues, and irresponsible policy in architecture. We believe that his resignation was supposed to happen a long time ago,” Georgy Kamnev stated.
According to him, the reasons for Roman Chernov’s leave lie primarily in his work.
“Of course, the main reason is the celebration of the 350th anniversary of Penza. It is believed that the basic facilities being built for the anniversary will not be finished in time, and someone has to pay for this. It was clear what was expecting Roman Chernov, he knew it and did not want to become “a scapegoat” in public, so he decided to leave now. Roman Chernov does not look sick. So, clearly his resignation has nothing to do with his family or health issues,” the agency interlocutor concluded.
Georgy Kamnev also did not rule out the possibility that some time later Roman Chernov may return to politics.
“There are no new people in the governor’s teams. It may be well said that they all go in a circle, it fits into the personnel policy of the governor. I am more than sure that if he [Roman Chernov] will not be held on any criminal case, but everything is possible, later he is likely to take some position. And it will be very curious to see if he ends up, for example, as the deputy chairman of the government of the Penza region. Then the circle will start all over again. As we remember, the previous mayor Alexander Pashkov was the deputy chairman of the regional government and received a sentence. He also was young and promising at that moment,” the first secretary of the regional committee of the Communist Party concluded.
