Rating of Penza governor went down in May due to conflict with City Hall

Penza, 4 June 2013. PenzaNews. The governor of the Penza region Vasily Bochkarev lost 30 positions in the rating of influence of the heads of the regions of the Russian Federation, compiled by the Agency for Political and Economic Communications in May 2013. As the descriptive part of the rating specified, Vasily Bochkarev took 72d place due to a conflict with the administration of the regional center. The average index characterizing the extent of his influence is 2,38 points, according to the experts.

The title of the most influential head of the region belongs to the mayor of Moscow Sergei Sobyanin with an average index of 8 points.

The other two regional heads of the three leading are also the president of Tatarstan Rustam Minnikhanov and the head of Chechnya, Ramzan Kadyrov, with average indices of 7,67 and 7,39 points, respectively.

According to the press service of the Agency for Political and Economic Communications, the rating of the most influential governors of Russia is based on a survey involving political experts, political consultants, media experts, and journalists.

“They graded the influence of the regional leaders at the federal level on a scale from 1 to 10 — in administration of the president of Russia, the government of the Russian Federation, the Federal Assembly, the party and the business elite — after which the average indices were calculated. The final rating is a consolidated index of the influence of all the heads of the regions of Russia by Russian expert community,” the agency noted.
