The members of the Legislative Assembly of the Penza region of the fifth convocation adopted the law “On Implementation of Budget 2012” at the tenth session on Friday, June 28. General parameters of implementation of the regional budget were announced by the Acting Minister of Finance of the region Lyubov Finogeeva.

“The revenues made 96,9% of planned 42,7 billion rubles — 41,4 billion rubles. Compared with 2011, the revenues increased by 4,8 billion rubles. The expenditures amounted to 42,8 billion rubles compared to planned 49,4 billion rubles. 2,95 billion rubles are sanctioned receivables, and another 3 billion rubles are commitments of 2012 having no work completion certificates,” she said.

According to Lyubov Finogeeva, the budget implementation 2012 had social orientation.

“Out of the total expenditure, 61,8% were aimed at financing social and cultural spheres, 21,2% — the national economy,” the Acting Minister explained.

She added that the budget deficit at the planned mark of 6,7 billion rubles amounted to only 1,4 billion rubles, or 7,3% of the plan.

“The national debt of the Penza region as of 1 January 2013 amounted to 13,5 billion rubles,” the Acting Minister of Finance of the region summed up.
