Expert: Statement of governor of Penza about new political term carries 50% dismissal risk

Penza, 29 July 2013. PenzaNews. Federal Center may not let the governor of the Penza region Vasily Bochkarev to “last” in his position until 2015. This opinion was expressed by a well-known Russian political expert and publicist Modest Kolerov, commenting on the statement of the head of the region on his participation in the election of a new governor.

“In Russia there are probably only two regional political long-lasting heads, for whom the federal authorities have no alternative if truth be told — they are Aman Tuleyev from the Kemerovo region, and Evgeny Savchenko from the Belgorod region. Evgeny Savchenko, the man who has governed the Belgorod region longer than Vasily Botchkarev, passed the procedure of confirmation of confidence, new legitimacy. The person who receives far more confidence in the region and in the center followed the way of loyal confirmation of his legitimacy. Vasily Bochkarev went the other way. Not having received policy-relevant signals that he is non-competitive in the eye of Moscow, he decided to take up the running. He stated in a way that he is going to politically last until 2015, and moreover, he is ready to serve a whole term after 2015,” Modest Kolerov said.

According to him, from a political point of view, this looks like an attempt to complicate the situation rather than clarify it.

“If he [Vasily Bochkarev] wanted to clarify the situation, he would have asked the president for a vote of confidence, whether he gets it or not. This is a well-known procedure tested by many people, including Evgeny Savchenko. Vasily Bochkarev in this case did not request the confidence of the federal authority, and intends to put pressure on the government, arguing that irrespective of whether he enjoys the confidence or not, he is going to continue his career,” the expert pointed out.

“Even if the governor Vasily Bochkarev has already received 100% guarantee in the federal center, he violated this procedure not having asked the president for a vote of confidence, but he actually made him face the fact that he enjoys it. The result of this statement is a risk that the federal government will not let Vasily Bochkarev last until the end of his term in 2015. This kind of ostentatious disregard for the procedure of obtaining a vote of confidence of the president has at least 50% of risk of dismissal,” the Internet service “Pegcomment” quoted Modest Kolerov.
