Penza, 30 July 2013. PenzaNews. Positions in the government of the Penza region are not for sale. This was stated by the head of the governor’s staff department and the government of the region Viktor Rubtsov, commenting on the fact that in Saratov the members of a criminal group were detained who were suspected in a series of fraud actions related to the sale of positions in various government bodies of the regions of the Russian Federation, including the Ministry of Agriculture of the Penza region.

“Someone wanted to get a position of the deputy Minister of Agriculture, and was ready to pay 40 million rubles. However, he did not even bother trying to find out whether there actually was a vacancy, and how one can find a job in the ministry officially. And if he tried, he would have learned a lot of interesting things,” Viktor Rubtsov wrote in his blog.

He explained that at present there is no open vacancy for the deputy Minister of Agriculture.

Moreover, one can enroll in the civil service in the regional government “absolutely free of charge.”

“Thanks to the strict and systematic position of governor Vasily Bochkarev, personnel policy has dramatically changed in the civil service employment system. Contests for vacant positions are held in a different, more democratic and efficient way. Now, the experts are involved. And prior to the contest the candidates take exams in the Russian language, legislation, skill tests etc. I believe that we have managed to get rid of the loop of opinions about the employment opportunities using only family connections,” the head of the governor’s staff department and the government of the region underlined.

Viktor Rubtsov added that the candidates before being appointed is tested for a variety of parameters which gives the head of the region a broad picture of the civil servants-to-be.”

“Also, many people have noticed that the system of staff-rotation is actively used, as well as attraction of new employees from other regions,” he noted.

“One should apply directly to the Department of Civil Service and Personnel of the Government of the Penza region. If there is a vacancy, and you deserve it, you are to get what you want completely free of charge,” Viktor Rubtsov concluded.
