Georgy Kamnev: Agafilov’s criminal case to help investigators get to high-level officials

Penza, 5 August 2013. PenzaNews. The criminal case initiated against the head of the city housing and communal services Alexei Agafilov may help the investigators get to the high-level officials being of greater interest to the law enforcement agencies. This opinion was voiced by the first secretary of the regional committee of the Communist Party, the member of the Legislative Assembly of the Penza region Georgy Kamnev on Monday, August 5.

According to him, the criminal case against Alexei Agafilov instituted under Part 4, Art. 159 of the Criminal Code “Fraud” is sort of red herring.

“Law enforcement agencies usually initiate cases of an attendant matter in order to conduct investigation on the greater matter which actually interests them evading much publicity. There is an opinion that Alexei Agafilov was closely connected with the mayor of Penza Roman Chernov. It is possible that through the testimony which Alexei Agafilov may give, there might appear something against the head of the city administration,” Georgy Kamnev suggested.

However, he stressed that as long as there is no court decision, a person may not be called a criminal.

“But I consider it necessary to note that the Communist Party has always been critical of the reforms that were carried out in the field of housing and communal services under the direction of Alexei Agafilov. He made his great contribution to the formation of the negative attitude, which the population to the city has to the administration today. We consider his actions as the head of the city housing and communal services quite incompetent and wrong. They may have been in one’s favor, but not for the benefit of the residents of Penza,” the agency interlocutor summed up.
